An Indonesian company can start a business activity only when the authorization required for that activity is effective. An NIB may be sufficient for some activities, while others require a Standard Certificate, business license, or additional approval before operations can begin.
When Is an NIB Enough to Start Operating?
Under Indonesia’s risk-based licensing system, the authorization required depends on the risk classification of each business activity.
For a low-risk activity, the NIB generally serves as the required business authorization.
A medium-low-risk activity generally requires an NIB together with a Standard Certificate based on the company’s declaration that it meets the applicable business standards.

For a medium-high-risk activity, the company requires an NIB and a Standard Certificate verified by the relevant authority before commencing operational or commercial activities. Before verification, the Standard Certificate provides the basis for permitted preparatory activities, rather than operational or commercial activities.
A high-risk activity requires an NIB and an applicable business license. Additional standards or approvals may apply depending on the activity.
What Can Still Prevent Operations After OSS Licensing?
Core OSS licensing may not be the final requirement where the business depends on a regulated sector, facility, product, import activity, or foreign workforce.
Sector-specific authorization can apply in addition to OSS licensing, including activities in healthcare, construction, transportation, education, and financial services.
The premises can also determine whether operations can begin. Depending on the facility, the applicable requirements may include a Building Approval (PBG), while a Certificate of Proper Function (SLF) must be obtained before a building subject to that requirement can be used. Environmental approvals may also be required.
Product regulation creates a separate threshold. A company can hold the required business authorization but still be unable to manufacture, import, distribute, or sell a particular product until its product-level requirements are satisfied. These can include BPOM registration, mandatory Indonesian National Standard (SNI) certification, Halal certification, or another applicable authorization.
Indonesia’s phased Halal requirements are particularly relevant in 2026. From October 18, 2026, mandatory Halal certification applies to additional product categories, including cosmetics, natural medicines, quasi-drugs, health supplements, chemical and genetically engineered products, and specified consumer goods. The 2026 phase also extends the requirements to relevant foreign products entering and circulating in Indonesia.
Importers may need additional approvals for categories of goods before those products can enter or be distributed in Indonesia. Where foreign nationals will work for the company, the applicable foreign-worker and immigration requirements must be completed before they perform work in Indonesia.
One Company Can Have More Than One Operational Start Date
Consider a PT PMA registered to import industrial equipment, distribute it domestically, and provide a regulated technical service. Its distribution activity may already be authorized, while importing equipment requires additional approvals and the technical service remains subject to a verified Standard Certificate or sector-specific authorization.
