WLKP (Wajib Lapor Ketenagakerjaan Perusahaan) is Indonesia’s mandatory employment reporting system, requiring companies to submit workforce information to the Ministry of Manpower. The requirement applies to foreign-owned companies (PT PMA), including those employing only Indonesian workers.
Which Companies Must Submit WLKP in Indonesia?
Companies with head offices, branches, or separately operated establishments must account for reporting obligations at their respective locations. The WLKP Online system allows businesses to register head offices and branches under the appropriate organizational structure.

Newly incorporated PT PMA companies that have not yet recruited employees must also account for WLKP requirements, although their initial reporting obligation can be fulfilled through business registration.
WLKP is separate from the Foreign Worker Utilization Plan (RPTKA). Companies employing foreign nationals may need RPTKA approval in addition to fulfilling their general workforce reporting obligations.
What Information Must Companies Report Through WLKP?
Companies must provide their registered business name, address, Business Identification Number (Nomor Induk Berusaha, or NIB), business activities, and establishment details. They must also report workforce information, including employee numbers, employment status, gender, and the number of Indonesian and foreign workers.
The report covers employment conditions such as wages, working hours, and employment arrangements, alongside participation in BPJS Ketenagakerjaan and BPJS Kesehatan. Companies must also provide relevant information about employee training, industrial relations, and occupational safety.
For PT PMA companies employing expatriates, foreign worker details should also be consistent with their approved employment arrangements.
How Do Companies Complete WLKP Reporting Online?
WLKP reporting is conducted electronically through the Ministry of Manpower’s reporting system at wajiblapor.kemnaker.go.id.
Businesses that have already obtained an NIB should first check whether their company information is available in the WLKP system. They can then complete the reporting process as follows:
- Access the company account. Log in using the authorized account credentials and locate the company’s registration information.
- Review the company profile. Confirm the registered address, business activities, company identity, and establishment information.
- Complete the employment information. Enter the required workforce figures, employment conditions, social security information, and other applicable details.
- Review and submit the report. Check that all mandatory fields are completed and the information matches the company’s employment records.
- Generate the reporting document. Open the reporting menu, select the option to create the report, complete the Pakta Integritas (integrity declaration), and generate the reporting document.
The reporting document contains information such as the reporting number, submission date, and validity period. Companies should retain it as evidence of compliance.
When updating workforce records, employees who have left the company should be marked as inactive or no longer employed rather than deleted, preserving their employment history.
Certain changes to company information, including its registered name, address, ownership, management, or business classification, may require supporting documents or assistance from WLKP administrators. Depending on the change, the company may need to provide an updated NIB, deed of amendment, or other supporting documents.
What Are the WLKP Reporting Deadlines?
Initial WLKP Reporting
Under Indonesia’s mandatory manpower reporting rules, companies must generally report their establishment within 30 days after establishment.
Companies must provide their planned workforce numbers through OSS, which transfers the information to the Ministry of Manpower’s reporting system.
Annual WLKP Reporting
Companies holding an NIB must submit updated manpower information every year in December, in accordance with the investment licensing rules introduced in 2025.
Reporting Changes to Company Operations
Companies must generally report the resumption or relocation of operations within 30 days after the relevant event.

They must also provide advance notification at least 30 days before a planned relocation, suspension, or closure.
Where a company closes an establishment, the report must include relevant information about the closure and its implications for employees, including outstanding employment obligations and the number of workers affected.
What Happens if a Company Fails to Submit WLKP?
Under Indonesia’s mandatory manpower reporting law, failure to comply with specified reporting obligations can result in imprisonment for up to three months or a fine of up to IDR 1 million (USD 63, based on an illustrative exchange rate of IDR 16,000 per USD).
For repeat violations following a final court judgment, the law provides for imprisonment rather than a monetary fine. Responsibility may fall on the employer or company management, depending on the circumstances. These penalties apply to violations covered by the law and should not be interpreted as automatic sanctions for every reporting error.

Missing or inaccurate WLKP records can also create difficulties during manpower inspections. Employers may be required to explain discrepancies between reported workforce figures and actual employment records or correct incomplete submissions.
