Digital services supplied to Indonesian customers are generally subject to value-added tax (VAT), including services purchased from overseas providers. These include software subscriptions, cloud computing, online advertising, and streaming platforms.
VAT collection depends on the supplier’s registration status and the applicable collection mechanism.
Which Digital Services Are Subject to VAT in Indonesia?
Taxable digital goods and services commonly include:
- Software and SaaS: Accounting platforms, business applications, and subscription-based software.
- Cloud computing: Data storage, cloud infrastructure, and hosting services.
- Digital advertising: Online advertising and marketing platform services.
- Streaming and digital content: Video subscriptions, music streaming, and downloadable products.
Indonesia’s statutory VAT rate is 12%. However, qualifying non-luxury digital services generally remain subject to an effective rate of 11%, calculated using an adjusted taxable amount.
How Does VAT Apply to Domestic Digital Service Providers?
Indonesian companies supplying taxable digital services must generally register as taxable entrepreneurs (Pengusaha Kena Pajak, or PKP) once their annual turnover exceeds IDR 4.8 billion (USD 300,000). Businesses below this threshold may register voluntarily.

Registered providers must collect VAT, issue electronic VAT invoices, submit VAT returns, and pay any VAT due. Businesses that are not registered as PKP generally cannot charge VAT or issue VAT invoices.
Indonesian digital service providers may qualify for 0% VAT on eligible exports of taxable services. The treatment depends on whether the services meet Indonesia’s export VAT requirements, including the applicable conditions concerning overseas use and supporting documentation.
How Does VAT Apply to Foreign Digital Service Providers?
Foreign companies supplying digital services to Indonesian customers may be required to collect VAT without establishing a local entity.
Under Indonesia’s electronic commerce (PMSE) framework, foreign suppliers and digital platforms may qualify for appointment as VAT collectors if they meet either threshold:
- Transaction value: More than IDR 600 million (USD 37,500) annually or IDR 50 million (USD 3,125) monthly from Indonesian customers.
- User activity: More than 12,000 Indonesian users or visits annually, or 1,000 monthly.
Meeting these thresholds does not automatically establish VAT collector status. Formal appointment by the Directorate General of Taxes (DGT) is required.
Appointed providers collect VAT, issue transaction documents showing the tax charged, and remit and report VAT to the Indonesian authorities.
Indonesia’s PMSE VAT framework applies to qualifying digital services purchased by both businesses and individual consumers.
What Happens if the Overseas Supplier Does Not Collect VAT?
Indonesia introduced the Cross-Border Digital Transaction VAT Collection System (SPP-TDLN) on September 25, 2026.
Under this mechanism, designated banks and payment service providers collect VAT on qualifying cross-border digital transactions that have not already been taxed through PMSE. The two systems operate alongside each other to prevent duplicate collection.
Where neither an appointed PMSE provider nor an applicable payment intermediary collects VAT, the Indonesian purchaser may need to calculate and pay the tax directly. This obligation can apply even if the purchaser is not registered as PKP.
Can Indonesian Businesses Claim Input VAT on Digital Services?
Indonesian businesses registered as PKP may generally credit VAT paid on eligible digital service purchases against VAT collected from their taxable sales.
For domestic purchases, businesses generally require valid VAT invoices. For services purchased from appointed foreign PMSE collectors, commercial invoices, billing statements, or receipts may serve as supporting documents if they show VAT collection and satisfy the applicable purchaser identification requirements.

Qualifying purchaser identification may include the company’s name and tax identification number (NPWP), or an email address registered with the Directorate General of Taxes (DGT). Supporting account records may also satisfy the identification requirements where permitted.
For self-assessed VAT, businesses must retain the required tax payment documents. Where VAT is collected through SPP-TDLN, input VAT eligibility and supporting documentation must be assessed under the applicable rules.
Businesses that are not registered as PKP generally cannot claim input VAT credits.
Does VAT on Digital Services Affect Withholding Tax?
Payments to overseas digital service providers may also trigger Indonesian withholding tax obligations, depending on the payment’s nature and any applicable tax treaty.
VAT and withholding tax are separate obligations. A transaction subject to VAT may also require the Indonesian purchaser to withhold income tax from payments to the foreign supplier.
