Understanding Indonesia’s 12% VAT: A Guide for Foreign Investors

Indonesia increased its statutory Value-Added Tax (VAT) rate to 12% on January 1, 2025. However, the full 12% burden generally applies to specified luxury goods, while most other taxable goods and services continue to face an effective VAT rate of 11%.

For foreign investors, this distinction affects sales pricing, import costs, input VAT recovery, and compliance obligations.

Which Goods Are Subject to Indonesia’s 12% VAT?

The full 12% VAT rate generally applies to luxury goods covered by Indonesia’s luxury-goods sales tax (PPnBM) framework, including qualifying luxury motor vehicles, private aircraft, and yachts.

For sales of specified luxury goods to final consumers, the full 12% treatment generally took effect on February 1, 2025, following a transitional arrangement in January.

The applicable VAT treatment depends on the goods’ classification under Indonesian tax rules, not simply their selling price.

How VAT Applies to Other Goods and Services

For most taxable goods and services outside the specified luxury-goods category, VAT is calculated at the statutory 12% rate using a taxable base equal to 11/12 of the transaction value.

For a taxable sale of IDR 100 million (USD 6,250), the calculation is:

  • Transaction value: IDR 100 million (USD 6,250)

  • VAT taxable base: IDR 91.67 million (USD 5,729)

  • VAT at 12%: IDR 11 million (USD 688)

Certain supplies receive different treatment, including VAT exemptions, non-taxable supplies, and transactions subject to special VAT calculation mechanisms.

VAT Registration Requirements for Foreign-Owned Companies

Businesses with annual gross turnover exceeding IDR 4.8 billion (USD 300,000) are generally required to register as taxable entrepreneurs (Pengusaha Kena Pajak, or PKP). Those below this threshold may register voluntarily, provided they meet the applicable requirements.

Registered businesses must generally collect VAT on taxable sales, issue electronic tax invoices, submit monthly returns, and maintain supporting records.

Foreign ownership alone does not trigger VAT registration. The company’s taxable activities and turnover determine its obligations.

VAT on Imports and Exports

Imports of taxable goods into Indonesia are generally subject to VAT, which may become payable before the goods generate sales revenue.

Indonesian businesses purchasing services or intangible goods from overseas may also incur VAT obligations. These can include foreign consulting services, software subscriptions, and management services used in Indonesia. The collection and payment mechanism depends on the transaction and whether the overseas supplier is appointed to collect Indonesian VAT.

Exports of taxable goods are generally zero-rated. Qualifying exports of taxable services and intangible goods may also receive 0% VAT treatment.

Unlike exempt supplies, zero-rated transactions generally allow businesses to recover eligible input VAT.

Import-dependent businesses may also benefit from bonded zones and other customs facilities that provide VAT or customs relief for qualifying transactions.

VAT Invoicing, Filing, and Payment Requirements

Indonesia’s Coretax system handles VAT return submissions and supports electronic invoicing. Businesses may also issue electronic tax invoices through eligible e-Faktur Client Desktop facilities or approved integrated service providers.

For most non-luxury transactions, invoices must reflect the statutory 12% rate applied to the adjusted taxable base.

Monthly VAT returns are generally due by the end of the following month, with VAT payable ordinarily settled before submission.

Businesses must reconcile tax invoices, purchase records, import documents, and accounting entries to support their reported VAT amounts.

How VAT Affects Cash Flow and Input Tax Recovery

VAT-registered companies can generally offset eligible input VAT on purchases and imports against output VAT collected on taxable sales.

Excess input VAT is generally carried forward to subsequent tax periods. Ordinary VAT refund claims are generally made at the end of the financial year, while eligible businesses may qualify for earlier refunds under Indonesia’s preliminary refund procedures, updated in May 2026.

Input VAT recovery is especially relevant to businesses with substantial equipment imports, procurement expenses, or zero-rated exports.

However, VAT associated with exempt or non-creditable activities, or purchases lacking the required documentation, may not be recoverable. Such amounts can become an actual business cost.
